Cebu's Spa and Massage industry have seen a rapid rise. Aside from having masseuses or masahistas(Cebuano) that are known to be world-class good, its quite cheap to have a massage here compared to when you are in another country. Massage is a big part of Cebuano culture, and is loosely translated as massahe or hilot. If one is tired or even sick, massage would be the first answer. Every neighborhood you go to, there is bound to be a massahista lying around there. A typical massage from a freelance massahistas will cost you around 150-400 pesos depending on their years of experience and your relationship. Most of these masahistas are known only through referrals, so make sure to catch one before you leave. 

However, if you are unfortunate to not know any massahistas during your stay in Cebu, there are always the commercial establishments which are equally as good- though probably more expensive.
